    COLORADO AMATEUR RADIO EMERGENCY SYSTEM
    District 25 (Delta, Montrose, Ouray Counties)
    Emergency Communications Plan

    Purpose:

    The purpose of this plan is to describe an amateur radio based system of emergency communication for Delta, Montrose and Ouray Counties.

    Activation:

    There are two likely ways the organization would be notified. A public service agency contacts an ARES member and requests assistance. A member contacts a served agency and asks if ARES assistance is needed. Members do not report to a served agency facility or field location until that agency has specifically requested ARES support. Any member may initiate a net on the Cedaredge repeater or other appropriate frequency when there is an incident or situation that may lead to a request for support from a served agency.

    Key Actions

    1. The served agency determines that emergency communication assistance is needed and requests assistance from an ARES member. The member learns the nature and scope of the incident and the location of the Incident Command Post or Emergency Operations Center.

    2. That member calls other members by telephone and/or by making a QST on the 147.195 Cedaredge Repeater. (The alternate frequency is 147.525 Simplex.)

    3. That member serves as net control or directs another operator to be net control.

    4. Net control calls out members or assigns another member to do so.

    5. Net Control notifies the EC, AEC or appropriate member of the incident and the location of the command post.

    6. The EC, AEC or appropriate member reports to the Incident Command Post or Emergency Operations Center and assumes the duties of the Amateur Radio Liaison.

    7. The EC/AR Liaison defines the mission to support the served agency, prepares a Plan of Action to accomplish the mission and designates a Net Manager.

    8. EC/AR Liaison gives the mission definition and Plan of Action to the Net Manager.

    9. Net Manager informs members of the mission and implements the plan.

    10. Net Manager assigns duties to members.

    11. Net Manager directs establishment of nets, Net Control Stations, liaison stations, and relay stations.

    12. Members go to assigned locations and carry out their duties.

    13. Net Control Stations designate an alternate net control station and direct the passing of traffic to, from, and through the net.

    14. All station operators maintain logs.

    15. Net Manager secures the nets and releases members as directed by the EC/AR Liaison.

    16. Operators attend debriefings and submit logs.

    17. Net Manager, Net Control Operators, EC/ AR Liaison attend debriefings; assist in the preparation of after action reports, etc.
