ARES CO D-25 Simulated Emergency Test

2007 SET (Simulated Emergency Test)
Goals, Procedures, Discussion, Scoring, Sample Messages
Goals: 1. Provide D25 members the opportunity to prepare and pass formal, written messages over HF and VHF voice radio networks. (See Discussion below.)
2. Provide amateur radio stations in Colorado the opportunity to test their systems for using NVIS (Near Vertical Incident Sky Wave) propagation.
Procedures: 1. D25 members will conduct traffic nets on HF (at or near 3.928 +/- QRM) and VHF (147.195+) frequencies.
2. D25 members will prepare and send a written station status report to another D25 station as directed by net control.
3. Other stations participating in the NVIS test will send a written station status report to a D25 station as directed by the HF Net Control Station. (See Sample Messages below.)
4. The station status reports may be in either the ARRL Radiogram format or the ICS-213 General Message format. The addressee is Steve Schroder KI0KY, D25 EC, Montrose CO.
5. Each message will be identified as an exercise (or test) message.
6. The station status reports will have no more than 30 words/groups in the message section.
7. Stations outside of D25 should have this information in their station status reports:
a. Station location
b. Commercial or emergency power
c. Antenna description
d. Transmitter output power
8. The station location can be described in one of three ways:
a. Distance and direction from Montrose, CO, i.e. 200 miles NE of Montrose
b. Longitude and Latitude i.e. North 38 degrees, 49 minutes, 04.9 seconds, West
107 degrees, 48 minutes, 11.72 seconds
c. United States National Grid, i.e. USNG 13S BD 5661900299

9. When the station status report has been received the two stations will exchange signal reports using the RST system. Participants are encouraged to use their "ear meter," not the S meter, when giving the signal report.
Discussion: The 2007 training goal for D25 is for its members to complete this task:
Given a message written on an ICS-213 General Message form or on an ARRL Radiogram form, send the message by voice using a radio, appropriate voice speed, pro-words, introductory words, phonetic spelling, breaks and fills so the receiving operator copies the message with 100 percent accuracy.
Scoring: Like Field Day, the SET is not a "contest" but the ARRL does have a scoring system for SETs. For its SET D25 has its very own arbitrary if not capricious scoring system:
1. Any operator that sends a message so the receiving operator can print the message using block letters with 100 percent accuracy without requesting any fills earns one zillion brownie points.
2. Any operator that can successfully ask for or provide fills earns 0.675 zillion brownie points.
3. Any sending station that speaks faster than the D25 EC can copy while he uses his new crayons to print block letters gets one "Ah Shoot."
4. Using the USNG for stating your location earns 0.334 zillion brownie points.
5. One Ah Shoot wipes out a zillion brownie points.
6. Any operator who comments about the relative merits of the ARRL radiogram and the ICS-213 General Message form will be given 100 demerits.
7. One demerit equals 10 Ah Shoots.
8. Items 1-7 above are cancelled. There will be no scoring system.
